It appears to me that the lower-right frame shows Massachusetts, Vermont, and New Hampshire, three states in the New England region of the USA.
So I am guessing that the solution to the rebus is something like "based out to New England," but Google is not being as smart as I'd like.

The result is actually quite a clever play on words if you think about it.
The first and third photos you've got right. The second photo is not "out." Quite the opposite really. The fourth isn't as specific as you're making it.
The result forms a phrase which functions as an adjective which would fit the phrase "That company is [phrase]."
Then use that phrase in an obvious way. We've sorta done it before.
Maybe I hate everything. Or maybe I just hate you.
